Preheat the oven to 400 degrees F. Pat the racks of lamb dry with paper towels and season all sides with salt and pepper.
Heat 1 tablespoon of olive oil in a large skillet over medium-high heat. Sear the lamb racks on all sides until browned, about 2 minutes per side. Remove from heat and let cool slightly.
In a small bowl, mix the remaining 2 tablespoons olive oil with the minced garlic, rosemary, thyme, parsley, and breadcrumbs until the mixture forms a paste.
Press the herb mixture evenly over the top of each lamb rack to create a crust.
Place the racks on a baking sheet and roast for 20 to 25 minutes for medium-rare, or until the internal temperature reaches 135 degrees F. Let rest for 5 minutes before slicing.
While the lamb rests, combine the pomegranate seeds, red onion, mint, lemon juice, and a pinch of salt in a bowl. Stir gently to make the salsa.
Slice the lamb into chops and serve with the pomegranate salsa spooned on top.
