Preheat the oven to 350°F and grease a small loaf pan.
In a mixing bowl, beat the softened butter and granulated sugar until light. Add the egg and vanilla extract and mix until combined.
Stir the flour and baking powder together in a separate bowl. Add half the dry mixture to the wet ingredients, then pour in the milk and mix. Add the remaining dry mixture and stir until smooth.
Pour the batter into the prepared loaf pan and bake for 25 to 30 minutes, until a toothpick inserted in the center comes out clean.
Let the loaf cool completely in the pan before removing it.
In a small bowl, whisk the powdered sugar with 1 to 2 tablespoons of milk until the icing reaches a thick but pourable consistency.
Drizzle or pipe the icing across the cooled loaf in overlapping strips to create a bandage effect. Place the candy eyes on top while the icing is still soft.
