Heat the olive oil in a large skillet over medium heat. Add the ground turkey and cook until it is no longer pink, breaking it up with a spoon as it browns.
Add the diced onion, red bell pepper, and minced garlic to the skillet. Cook for 3 to 4 minutes until the vegetables soften.
Transfer the turkey mixture to the slow cooker. Stir in the black beans, diced tomatoes with green chilies, chili powder, cumin, cayenne pepper, and chicken broth.
Season with salt and black pepper. Cover and cook on low for 6 to 7 hours.
Stir the chili well before serving. Ladle into bowls and top each serving with chopped cilantro.
