Preheat the oven to 350 degrees F and line a cupcake pan with 4 paper liners.
In a medium bowl, whisk together the flour, cocoa powder, sugar, baking powder, and salt.
In a separate bowl, mix the milk, egg, melted butter, and vanilla until smooth.
Pour the wet mixture into the dry ingredients and stir until just combined.
Divide the batter evenly among the 4 liners and bake for 18 minutes, or until a toothpick comes out clean.
Let the cupcakes cool completely on a wire rack.
Use a small knife to cut a shallow cone from the center of each cupcake and fill the hole with raspberry jam.
Spread or pipe the chocolate buttercream over the top of each cupcake.
Use the red decorating gel to draw two small dots and a short line on the frosting to create the bite mark effect.
