Rinse the strawberries under cool water and pat them completely dry with paper towels. Moisture will keep the chocolate from setting properly.
Place the dark chocolate chips in a microwave-safe bowl and heat in 30-second bursts, stirring between each, until smooth and fully melted.
Dip each strawberry into the melted dark chocolate, letting excess drip back into the bowl. Immediately set the coated berry, point up, onto the center of a chocolate sandwich cookie.
Repeat with the remaining strawberries and cookies, then place the tray in the refrigerator for 10 minutes so the chocolate firms.
Melt the orange candy melts in a small bowl using the same microwave method. Spoon the melted candy into a zip-top bag, snip a tiny corner, and pipe a thin band around each chocolate-covered strawberry to form the hat buckle.
Return the tray to the refrigerator for another 10 minutes until the orange candy sets.
