Heat the oven to 425°F and line a baking sheet with foil. Toss the chicken wings with vegetable oil, salt, and pepper in a large bowl until evenly coated.
Spread the wings in a single layer on the baking sheet. Bake for 40 minutes, turning once halfway through, until the skin is golden and crisp.
While the wings bake, stir together the soy sauce, honey, sesame oil, garlic, and ginger in a small bowl to make the glaze.
Remove the wings from the oven and transfer them to a clean large bowl. Pour the glaze over the hot wings and toss until fully coated.
Sprinkle the sesame seeds and sliced scallions over the wings and toss once more before transferring to a serving platter.
